Returns each built-in algorithm by the name compile-time code calls it with.

Design notes

The built-in macros expand through these functions, which run as native code inside the compiler. Compiler.builtin_targets binds each into the shared session under the name its callers use, such as etc/builtin-macros.x and etc/lisp-bindings.x.
